Executive Summary

The California Senate Judiciary Committee has voted to pass AB257 as Amended on June 16 and refer the bill to the Appropriations Committee. It is appearing increasingly likely that AB257 will pass this year.

Analysis

On June 28, 2022, the Senate Judiciary Committee voted to pass AB257 by a vote of 7 ayes, 1 no, and 3 no votes recorded. The bill passed the Senate Judiciary Committee after it was amended on June 16, 2022, as directed by the Senate Labor, Public Employment and Retirement Committee to make the Secretary of Labor and Workforce Development the chairperson of the Council and carve out those businesses and employees who have a collective bargaining agreement. The bill now moves to the Senate Appropriations Committee.

Looking Forward

Making it so that the Secretary of Labor and Workforce Development would act as the chairperson of the Fast Food Sector Council and be responsible for convening the Council and its operations was enough to satisfy the Senate Judiciary Committee. Appropriations composition may provide for more debate on the bill but it presently appears that the Governor will sign the bill by the end of the year.
